I don,t think they would have to speak English to get into Australia. I would expect some of their countrymen already here and can speak English could help them with language problems.

To get your Aussie citizenship, I think it would be a must.
How else could they make it on their own in this country if they can't speak English.

My wife and I where both born here, and we still can have communication misunderstandings at times.
