Though tis probably a trifle, as you say RIO's been operating next door for decades and are depleting that resource. Surely they would be running down the processing facility too and whilst it may prove economic to keep it running to process RS maybe that's another consideration for them to compare using the existing plant to commissioning a new plant with ?? modern technology ??, Maybe for RIO its forcing a review of Rossing and just how to progress with what they've got.
I understand the geology & minerology is consistent between the ore bodies so this is not an issue, or is it ??

Provided KAH shennanigans is voted down shortly second guessing RIO may become the sport of choice whilst the news flow continues successfully out of the subsequent zones.
