Yes I have to especially if it's underwritten and it has a VWAP price for the 5 days before closing.
However, in this case it's completely different as the retail component was not underwritten and the price was stubbornly set at $3.50 so all the above theory can be thrown out the window in this case I believe.
I still don't believe it's been the underwriters dumping stock at massive losses, I can't see how that makes any sense either...
