I think that you have overlooked how the locals who are employed at Didipio regard what has been achieved in terms of their educational opportunities, their employment opportunities, and their financial opportunities. OGC has provided many jobs with 97% of the workforce being locals. The opposition to Didipio is a bit suspect in my opinion. OGC has achieved a number of significant environmental awards for its mining operations and has undertaken the development of underground mining at Didipio in response to criticism about the effects of open cast mining.

Duterte certainly has a reputation for being ruthless. His encouragement of getting rid of drug dealers by ordinary citizens shooting anyone "suspected' of being a drug dealer is evidence of that. So far as his relations with the Catholic Church is concerned I doubt that they are all that cordial in part because of his attitude to summary executions of dealers and because of his boast that he does not care for religion or Jesus ....not exactly the sort of comments that would endear him to Church authorities.

He also faces a lot of pressure from those within Government circles who would want the mining sector to be allowed to flourish again. They have a lot to gain and were opposed to Lopez.

So I doubt that shifting the goal posts would go down all that well for the mining companies or those rich and powerful pro mining groups within the Philippines.
