I assume he means that someone, who holds a lot, is placing a large parcel of shares at a price unlikely to be bought, but in doing so is putting a "cap" on the price. When there is a big parcel available at a nearby price, punters are far less likely to chase the price up or feel any pressure to buy. It's "Dodgy" because they actually don't want to sell, they are likely accumulating.
That's what I think he means anyway. (and so do I)
