Trump is saying that he will use the new SCOTUS appointment to nullify the postal vote so that a result can be known on or soon after 3 November.
Did he say that or are you quoting others who say that's what he thinks?
It doesn't matter though you have gone to the heart of the matter and by doing so you have justified the appointment of a new Justice ASAP, otherwise a constitutional crisis may ensue. An indecisive result would be the worst thing that could happen and there are a lot of trigger happy Yanks who will not take kindly to a vote being overturned in the courts.
