Whilst the 'stimulus' money is a waste of money so too is pumping freshwater into a salt waster basin. Fair dinkum ... you see the problem with a democracy. Populism rather than pragmatism generally dominate.
Its real simple. Spend money building infrastructure that will lead to lower costs of living in the future and efficiencies in commodity/goods generation. ie nuclear power plants, renewable energy prjects, ammonia production from these renewables, nationalise essential mines like fertilizer deposits to ensure a competitive farm sector, desalination from renewables, the list goes on.
Shifting resources from the resource rich to the poor areas is unsustainable because it consumes yet even more resources (energy, infrastructure that becomes redundant).
