Anything that will cause a problem for a Semi-sub (waves that is) will shut down diving and ROV operations as it is too diffucult/dangerous to pass through the splash zone.

Additonal complication for ROV and divers is that strong currents on bottom will redce the visability and make life difficult or impossible. Surface and mid depth currents (especially in depths such as at Galoc ~ 300m) can cause enough drag on ROV umbillicals or diving bell umbillicals to pull them off station - which again will shut down operations.

Normally the currents are influenced primarily by tide in a 7 day cycle from worst to best conditions and twice a day there is a slack tide period.

Quite likely that a lot of time is spent just waiting around for the right conditions. Hopefully with reasonable surface conditions the currents will play the game and allow divers in the water...
