He bears political responsibility for what happened in Victoria. There appears to be a monumental stuff up and a political cover up following on from that. Political responsibility means that he either resigns or if the voters see fit they hammer him at the election. Politicians are exempt from personal liability (criminal prosecution etc) for lawful policies they enact, so he ought not be pursued under industrial manslaughter or any other criminal law.
