The market is the shareholders.
They knew the bank had reserved the $900m.
They knew the regulator was chasing $1.5b.
They guessed it would be something close to that.
There were no surprises for the informed today and for those who haven't jumped already there was no reason to in today's announcement as it had already been Priced In.
