Australia with its very low public debt can do a lot more to stimulate things.

the US (which may be additionally hiding a lot of its Public debt by allowing the unregulated CDS market to exist) and Japan are in danger territory already - stimulating by going into more public debt could be fatal to their currencies for a start.
