"Most of the hand outs are spent on imported goods"
The point seems to have been missed by those who keep saying money is spent on imported goods.
Let's look at it this way. Who imports those goods from overseas ? The answer is : they are businesses based in Australia who employ people in Australia. When Australian consumers buy imported goods from local businesses who source their products overseas, these consumers are supporting local businesses who employ local people. I am referring to retailers who import from overseas.
