Large projects like prisons are more likely to keep more people busy, than stimulus which involves and extra lick of paint for the canteen and foyer area. What are you saying Dave? You don't agree with the proposition that more has to be done about law and order? No better place to start than prisons. Contracts to build prisons, more staff needed to staff and administer just as a starting point!
But if schools are something you want to talk about, what about Rudd's pre-election promise of a laptop for every high school student. Rather than blaming the states, he should grasp the nettle and do precisely what he promised. This will open up a world of opportunities for the IT industry through outsource contracts, supply contracts, library and IT staff to maintain the machines....the possibilities are endless.
