The IP can only be secured once the SPP is approved, subscribed, and the funds banked.
Most importantly, ECT MUST raise at least $1m. Only $500K to go. Should ECT secure a further $500K underwriting then it doesnt matter if no-one else participates in the SPP. Mission accomplished.
