Absolutely, but things are never at a standstill, the contract has been awarded and it's ongoing from then.
The presumption that nothing is happening is highly improbable imo.
Flannery's company are well versed at the requirements and experienced in the construction of gold production plants according to the company itself.
Have no doubt the wheels would be turning.
