    Looks like the drug lords might have scored a temporary win. Doesn't involve the drug testing aspect but it does involve another program that runs along side it.

    Disappeared coordinator DARE anti-drug program

    Chihuahua, Chihuahua .- The coordinator of the DARE program of the Municipal Police, Torres Luis Alberto Torres, was missing since late last year after requesting leave until January 6 and an indefinite leave, so that their tasks were assigned to other elements.

    Torres Torres was responsible for the program to prevent drug use among children and young people, taken from the U.S. model Drugs Abuse Resistance Education, which in Mexico is known as Education for Resist Drug Use and Violence.
