not necessary - sometimes shareholders are given option not to sell out if they maintain the listing status of the target acquiree. However usually an acquisition offer is many times premium than the market price to ensure all shareholders are willing to selll, so it is highly unusual any shareholder will hold off selling to the acquirer.
