The reason breeder reactors weren't developed has everything to do with the fear of terrorism. The Greens might like to give themselves credit but they have played no part. The technology is difficult, but very possible. I read in an old Encyclopaedia Brittanica that one tonne of granite could yeild the energy equivalent of five tonnes of coal in fissible material, using a simple extraction technique.
