Yep it is all but a given now. People should be building emergency stocks ... just in case. You can do it cheaply and discreetly now.
Easiest way to store bulk grains is in 20L drums which are air tight and moisture proof. They can be buried if you are short of storage space. Rice, wheat and other pulses will store for many many years in air and moisture proof containers. Of course it is highly unlikely you will ever need to call on these reserves .. cough cough
Just as an example of how cheap it is to build emergency food reserves. A 20L (20kg) container full of wheat will cost you around $6 and at 250g per day will last one person 80 days or 8c a day ...
