Premier Daniel Andrews says he was “shocked” to hear the revelation that Victoria’s top public servant Chris Eccles had made a phone call to then Chief Commissioner Graham Ashton in the moments before a key decision on the use of private security guards in hotel quarantine was decided.

"I was shocked when I was informed last night that this call had been made and that a detailed examination of his records had shown that," Mr Andrews said.

“To his credit he hadn’t taken any time, he conveyed the knowledge, that important fact and his decision to resign to my chief of staff."

Mr Andrews said while he spoke briefly to Mr Eccles this morning on the matter of his resignation, they ahd not ever engaged in a conversation on "the substance of these matters".
