It is a ensuring that the capacity to get funds is there if it is needed without the red tape. If opportunity presents then management are ready. Personally I would prefer not to see it used, and for growth to come organically and through retained earnings. But if management find the right opportunity, they will have my support both in vote, and financially if necessary.
