They are merely back to where they were three months ago before some or other bureaucratic ineptitude caused this [*] to happen:
They have merely got the horses - the ones they caused to escape - back into the stable.
(Oh, and the not-so-small matter of a few tens of billions of dollars of economic destruction and destroyed livelihoods and life savings.)
It takes a most unique ideological brand of logic to classify that as ...er... "progress".
I strongly suspect that that's a kind of progress for which the overwhelming majority of people would have a decidedly intense aversion.
