Phoslock isn't an algaecide. It says in the article, the algaecide is a peroxide based one, which is going to be applied for the first time. Algaecide, won't stop algae coming back, as long as the environment allows it, so it doesn't mean much for Phoslock. It's very likely to be a multi-pronged approach, with algaecide for killing the algae, and phoslock for reducing the phosphate in water.
