If you read further into Inovor Technologies, you'll find they are working with CSIRO's Cubesat which is planned to be launched this year. I found this article which says the following about this particular Cubesat:
Designed to detect infrared light, which is invisible to the human eye, the satellite, known as a CubeSat, can be used to identify and monitor a number of land based situations, including flooding, deforestation and bushfires as well as atmospheric changes, including cloud formation in the development of tropical cyclones.

In addition to the above, if you read more about Inovor,
you will find a 2016 South Australian Space capability
Directory, which lists and compares a lot of companies in the space sector.
Inovor is listed here woth the following capability:
systems engineering and mission design; spacecraft integration and test; attitude determination and control - precision pointing; spacecraft navigation and positioning; space object detection and tracking; flight/ground segment software development; spacecraft structures.

There are a few things that stand out to me here:
1. Inovor is involved in Cubesat development (so is Tensor Innovation Partners, who confirmed they would be using Akida in their Cubesats).
2. Inovor has a lot of the same capabilities in the same areas as those mentioned by Tensor in the NASA SBIR document (keep in mind the document I liked is from 2016, so they may have additional capabilities by now). To me Inovor may be the Australian equivalent of Tensor to the Australian Government for satellites.
3. Safran being awarded a contract for infrared tracking at the same time Inovor was awarded a contract (infrared tracking is mentioned for Inovor Cubesat in article snippet above), may be to assist Inovor with their Cubesat development or other satellite technologies. The description about how CSIRO will be using infrared sensing in the Cubesat is really similar to the description in the contract awarded to Safran.
I have a suspicion there is more going on behind the scenes than is being let on. All of this ties in closely with Brainchip because Akida's ultra low power and efficiency will enable this technology to work effectively. IMO there is a strong demand for Akida in Australia alone, hence there mention from LDN about not needing China.
