Mexico to me seems like a basket case....://www.mapinc.org/drugnews/v09/n211/a01.html?397 You would have to be a brave man trying to fight the problem there. I know I wouldn't be preaching the drug cartels are poisoning our children and drug testing school kids is a way to show up the problem. I am sure with Mexico's population they make plenty out of the locals as well.
