Not sure it signals that a bid is coming but it is something you would want in your constitution if bids are expected. Its mostly its a common constitution clean up. My understanding is that it prevents off market take overs of share blocks that could hand control.
I would say in this case its been done to stop some turd group from muddying the waters when a real bid comes.
The optimist in me says its prepping for a take over war. The realist in me says its just a constitution tidy up.
