I don't think Biden lost the oil industry completely considering that he starting talking about a transition.
That said, he should've communicated that way better.
He should have been doing that well before this debate. I would have thought clearing the air about oil jobs in the US should have been done ages ago by the Dems. Going on his response it was almost like he'd just thought of it.
