Not so sure.
The lack of sp response is incredibly disappointing.
But maybe not unexpected.
They got to a balance of 21 million from their last capital raise and I suspect they tapped out any interest then. Thus the institutions who were in any way interested got everything they wanted. They could have bought more on market since, but they haven't. There's no shareholder above 5%.
Retail holders didn't take their entitlements in the CR (including the CEO who bought a total of $1000 of new shares!), and it appears that current retail holders are therefore net sellers into any lift in sp.
We'll see what the FDA brings.
Finally, call me cynical, but announcing a sale the day after the Employee/CEO SPP was passed with very low thresholds for TSR seems coincidental.
