Per the mining charter, there is an appeal process post EA approval. You cannot have an appeal process without the approval first as there is nothing to appeal to. Now, if there is no appeal being lodged within the 20 days post EA approval, then yes, it is then finalised, but if there will be an appeal, then it goes through a process of about another 3 months at least.

Mining right/license is separate from EA approval. You can have a license already but without an EA approval, you cannot execute what has been allowed in your EA approval, so technically the MR is for nothing.
