His end aim, plan, to be all in all.

If we accept the above interpretation and this God being the one Almighty God and Father, the Word, does not the latter here, all in all (Word) make perfect sense?

Kingdom within -> what was Jesus giving in the hope one would take and keep it within?

What determines, guides the rule in heaven and earth?
(What didn't Adam and Eve take notice of or adhere to?)
