    Never have been able to find this clause.
    Grateful if anyone can point out where it is in PDS.
    As you point out, probably doesn't apply anyway, unless you actually have a debt.
    Which you dont have, if you aren't on the register.
    Totally different if you try and avoid your obligations, after being registered after 29th.
