Ok Billy..... the word "reservoir" is the key. You no doubt recall Andrews protestations when Morrison was telling the states to relax restrictions? Andrews said clearly that they had only just got the infection rate down but testing had shown there were still people carrying the infection, according to medical advice. He protested that he didn't want "millions of kids driving all over the state" carrying the infection to schools.
