I have already suggested lease with option to purchase and negotiating vendor finance. Throughput royalty is another possibility; perhaps something similar to the royalty BSM has negotiated with the Hellyer plant.
I expect the vendors would be keen to close a deal on this site. They may need to choose between no deal and a deal with payments over time, based on the productive use of the site.
