I remember well the reporting of said agreement.

But the fact is Keating challenged Hawke, then had another go and got the top job.

Ultimately Keating was a failed leader as well, who was judged harshly by the voters.

Getting the top job by stabbing your boss, hasn't ended well for anyone that's tried it, in relaticely recent times anyway.
