I can't help but note the guy two rows back on his right who is looking directly at "the guy", another two rows forward and looking directly at the photographer seems to have not raised his hand too.
The power of "group think" and peer pressure is very difficult to overcome. It take enormous courage, especially when execution is a serious threat. Exclusion is similar to execution.
I recall the descriptions of meetings chaired by Stalin where the entire audience, ranging from small groups to large auditoria, would applaud Stalin for long periods. The smaller the group the harder it is to be the first to stop clapping.
