I would say it's because the asset is of no use to Linc except to sell. Given the difficulties in the coal industry at the moment, UNTIL it is sold, the market doesn't see Teresa as much of an asset, because converting that asset into cash has proven difficult and full of false dawns.
When that cash is in Linc's bank account, I expect the perceived value of Linc to go up substantially. Linc needs cash in the bank to build its commercial plant, not coal in the ground (at least, not THAT coal).
