The whole thing is basically wrong (Jim Rogers is my new hero) but if they are going to do it they can't go to all the trouble of finding out which overseas people who paid income tax last year are no longer in the country.
I'm actually impressed by the number of people I meet who think it's a bloody joke - but that probablty reflects the sort of people I meet :)
As for the insulation subsidy - that's just pure socialist/greenie silliness - fairies at the bottom of the garden stuff.
