I would say (yes) on both counts.
I could not see Ken Talbot chancing $5 million on SDL if he thought there was a chance he was going to lose out on the deal.No matter how much money he is worth ,he is too good a business man to throw it away.
As people have said Ken would be aware better than us other share holders what is going on.

Here is some thing I looked up last night.It is I believe several years old but is from a Mining Data Bank.
Most of the areas have had very little exploration,mainly individuals.

Companies who were exploring for gold in Congo prior to the civil war which ended in 1997 were.Ashanti and Tanginyika Gold.
