So idiotic! A share purchase plan for existing shareholders should offer the shares at $x or a discount of y% lower than the average trading price during date 1 to date 2. Now that the share price is lower than 17c, who is going to pay 17c? I can only see EXL going lower now with the inquiry into possible insider trading.
