Few challenges with drones in this particular application:
1. One cannot fly drones in areas where there is public activity like main roads, cafes, etc
2. The angles one need to look at license plates in different parking configurations and more importantly signage to capture and understand parking restrictions means the drones need to fly low and safety becomes a key issue
3. Drones need to keep coming back to base to charge as these are normally 12-24 hrs operations
4. Finally the payload limitations on drones means only limited set of functionality can ever be delivered.

However, if drones can deliver the imagery, safety and payload capacity and cities allow flying drones in normal pedestrian and vehicular traffic, then I believe it will be trivial for SNS to take drone images and videos and deliver the same results.
