I only know from what I've read on here and announcements.
But in simple terms the designing and costing of the entire project down to the last bolt.
Looks like they're running product through prototypes to continually check parameters etc and in SMS's case they'd probably want to ensure their guarantee is water tight. So more checking and tweaking.
At the end they'll present TNG with a full design and cost for the mine and refinery plant.
