If the 0.7% just breaks even (e.g. just covers funding costs, bad debt, credit provisioning and opex) then it doesn't matter if 5 billion people use the product.
I'm not saying this is the case, but I'm just pointing out that you're oversimplifying the difference between 4% margins and 0.7% margins. For starters 4% is 6 times the margin of 0.7%. This kind of difference can be the difference between a $20bn company and a $2bn company, and anything in between.
