It would be easier and more sensible to just raise GST.
The last thing any tax regime needs is complexity.
On road upkeep costs, most of the damage is done by heavy vehicles. 1 heavy truck is worth about 10000 cars in terms of road wear. Under the current fuel tax scheme cars subsidise trucks.
