It means that in addition to subscribing for your 1:14 entitlement, you may also subscribe for up to 33% more shares, subject to scaleback. For example, if you owned 1400 shares, then you are entitled to subscribe for 100 shares + up to 33 extra shares with the top-up. The company may scale you back on the additional 33 shares so that you receive fewer than 33, but you'll definitely get the 100 shares in the 1:14 offer (if you subscribe and pay the money)
