If a tap is filling a bath, temporarily turning down the tap doesn't reduce the amount of water in the bath. It just slows its increase.
Similarly, a slowdown in new greenhouse gas emissions in 2020 isn't going to reduce greenhouse gas concentrations already in the atmosphere.
