The first OT being announced will be a harbinger and the start of many big dominoes to fall. I suspect many deals are pretty much done but are precedent on the collective timing of the all the balls in play being right and just need signing off on. So yes, one OT alone may be viewed as not enough, but if you believe it will be part of a suite of quickly announced OT’s and positive announcements then it will be very significant. With that first domino falling the market will have the faith it needs that this is going to mine and there will be a flurry of activity quickly culminating in a favourable FID.
