Yes, that's a tactic used by large investing firms to lower the price before doing a huge buy.
Put it this way, if you have a customer who wants to put a huge order in, instead of buying it straight away, you dump a load of stocks catching out ppls stop loss. Then put in your 10mil order. This way your average is a lot lower.

If this is the case, this big investment firm didn't bank on the support of this stock, as after the dump, price rebounded back over the highest bid, almost instantaneously. I hope this stuffed up a smart money move, as this loss will keep this player away.
