The relevant words in the announcement are "...largest shareholders who purportedly cast votes at the meeting that it did not vote online at the virtual meeting and did not give authority for any other party to vote its shares...".
Drilling down the important words are "...it did not vote online at the virtual meeting and DID NOT GIVE AUTHORITY for any other party to vote its shares...".
I read that as no Proxy was given and this shareholder, by not voting at all, has in effect abstained.
