The $211.30mt was the average for JAN/FEB period 2009.
I looked at the corresponding period last year (JAN/FEB 2008) for a direct comparison. The average figure then was $190/mt.

Comparing "apples with apples" then we have an INCREASE of $21.30/mt.
Not surprised in any case with the DROP in the monthly average for FEB09, considering fertilizer stockpiles and severe northern winter.
BUT, with northern spring planting about to happen and farmers having to fertilize, not just to take account for the anecdotal underfertilizing of 2008, I think we'll see the MAR09 figure to be quite different to the FEB09 figure.
