What David said - That just means, nobody from DFAT has explicitly said, "You can't discuss transactions with Chinese companies."
That's fine, if Chinese companies want to bid, then it will help 4DS realise the market value for the company and ensure that the eventual (US buyer I expect) coughs up the right amount.
